With a 27-year career in the NYPD, culminating in the role of Inspector and Commanding Officer, along with his leadership as Deputy Police Commissioner in Suffolk County during a major ransomware attack, and bolstered by a Master's in Homeland Security from the Naval Postgraduate School, Anthony Carter is recognized as a thought leader in incident response and physical security.

Beginning with his 27-year tenure at the New York City Police Department (NYPD), he established a bedrock of expertise in high-stakes security operations, culminating in the executive rank of Inspector and service as Commanding Officer for the Chief of Department of the NYPD. During this time, he mastered threat intelligence, advanced emerging security technologies, and coordinated operational field intelligence for events exceeding a million spectators.

His experience encompassed high-risk incident response, including acts of terrorism, police-involved shootings, and large-scale disorder, while also fostering crucial partnerships with military and law enforcement agencies globally. This foundation in the NYPD served as the springboard for Carter's subsequent successes. Notably, as Deputy Police Commissioner for the Suffolk County Police Department, he led the department’s response to a significant ransomware attack, demonstrating his crisis management prowess. 

Carter is a recognized thought leader in incident response and physical security, frequently sharing his expertise through presentations and media appearances. Further solidifying his credentials, Carter holds a Master of Arts in Homeland Security from the Naval Postgraduate School, equipping him with advanced knowledge in safeguarding against evolving threats.

Elizabeth Barkley's distinguished 25-year career in public safety culminated in her role as Chief of the California Highway Patrol's Northern Division, where she commanded over 1,000 personnel across a vast 38,000 square mile region encompassing 14 counties. 

Rising through the ranks from her 1995 academy graduation, she held every field-deployed position, gaining invaluable experience in diverse environments, from the complex roadways of Los Angeles to the leadership of Internal Affairs and the Santa Ana command. Barkley's tenure was marked by her adept management of numerous critical incidents, including natural disasters, active shooter situations, and line-of-duty deaths, serving as acting Assistant Commissioner.

A graduate of the Naval Postgraduate School's Center for Homeland Defense and Security, she possesses advanced expertise in strategic security. Beyond her operational roles, Barkley contributed to policy development, serving as a survey developer and auditor for California's Racial and Identity Profiling law. She also leveraged her economics background, earning a bachelor's from California State University, San Diego, and collaborating on assessment surveys for major corporations. 

As a published author and a resilient survivor of breast cancer and a devastating wildfire, Barkley is a passionate advocate for climate disaster victims. This passion drove her involvement in co-founding Trident Group Consulting and developing the lifesaving "My Rescue Beacon" device.

Douglas Larson, a retired FBI senior leader with over 25 years of distinguished service in national security and intelligence, brings unparalleled expertise in counterintelligence, counterterrorism, and insider threat mitigation. Holding a TS/SCI clearance with full-scope polygraph, Doug has consistently led high-stakes operations, managed substantial budgets, and directed large teams within the FBI, demonstrating exceptional risk management and strategic leadership.

 Through impactful roles, he has forged critical international partnerships, pioneered innovative threat detection techniques, and delivered consequential convictions in espionage cases, all while prioritizing human capital development and ethical compliance.

Notably, Doug's talents extend beyond typical law enforcement, as he is also an Emmy Award-winning professional and a former member of the elite FBI Underwater Search and Evidence Response (Dive) Team. He has also orchestrated complex live events, including Presidential Inaugurations and major professional sporting events, showcasing his exceptional logistical and crisis management skills. 

With a Master's in Homeland Security from the Naval Postgraduate School and a Bachelor's in Information Systems, Doug's passion for making a difference shines through his dedication to saving lives and safeguarding national security, making him a trusted leader and invaluable asset for expert leadership consulting.
